In Volgograd, the court rejected the prosecutor's office's claim for the demolition of the food court of the family of the chairman of the city Duma Vladlen Kolesnikov. The supervisory authority was also unable to challenge permits for deviation from the maximum parameters of permitted construction, for the construction and commissioning of a building in Bankovsky Lane of the Central District.

Recall that in the spring of 2020, the prosecutor's office recognized illegal changes in the boundaries of the territories of cultural heritage sites in the center of Volgograd. This automatically called into question the legitimacy of allocating land for the construction of a food court at the entrance to the Central Market and other buildings. At one time, the owner of one of the firms building the food court was today's chairman of the Volgograd City Duma Vladlen Kolesnikov. Since November 2015, he was a member of the founders of Rusna together with the famous Volgograd businessman Viktor Azarov and his daughter Olga Azarova. In January 2016, all three resigned from the ownership of the company. The company was acquired by Nikolai Shubin. In April 2019, Shubin issued Rusna to Vladimir Nesterenko, and Roman Palekhov became the director of the company. The company's business immediately went uphill. Since May 2019, Rusna has started receiving state contracts from the regional health committee. In seven and a half months, the company won 33 state contracts totaling 17,920,355 rubles. Since February, Roman Palekhov no longer heads the company. The microenterprise is headed by its founder Vladimir Nesterenko.
